Broadband use in the EU tripled to 36 percent of households from 2003 to 2007. Yet, across Europe, as well as America, broadband computer access is hardly ubiquitous. In the same vain, a report appeared in spring of 2008 showing that 40 percent of European citizens do not send emails or know how to use search engines like Google. In Romania, those individuals who lack that technical knowledge number a whopping 69 percent of the population.
